
The European Union’s payment services framework is undergoing its most significant reform in more than a decade. The replacement of PSD2 with the Third Payment Services Directive (PSD3) and the Payment Services Regulation (PSR) will reshape the regulatory landscape for payment institutions, electronic money institutions and other payment service providers.
Together, PSD3 and the PSR introduce significant changes across authorisation, transparency obligations, fraud prevention and liability, access to payment systems and bank accounts, regulatory perimeter, data sharing, outsourcing, supervision and enforcement. As the PSR will apply directly across all EU Member States, firms will have limited time to prepare once the framework is finalised.
To help members prepare, the Electronic Money Association is launching a practical workshop series designed to explain the new framework and its operational impact.
About the workshop series
Running from September to December 2026, this expert-led online series provides a structured guide to the legal and operational changes introduced by PSD3 and the PSR.
Each session focuses on a specific topic, combining regulatory analysis with practical guidance on what firms should be doing to prepare. Workshops are delivered by subject matter experts and are designed to support organisations as they plan for implementation and organisational change.
The series opens with an overview of the legislative roadmap before exploring the principal operational and regulatory changes introduced by the new framework.
